Frank has been a champion of education throughout his career and has been a key negotiator on many historic pieces of legislation that will promote access and equity for all children, regardless of their zip code or socioeconomic background.


A strong supporter and co-sponsor of the Student Opportunity Act, Frank’s leadership has ensured that the schools of the 17th Essex District will be provided with significant new investments and will help close our widening achievement gaps.


As a conference committee member of the LOOK Act (Language Opportunities for Our Kids), Frank was instrumental in providing Massachusetts schools with the flexibility to create and implement bilingual learning programs for English language learners.
